CAA is 'highly successful organisation'

Sir Joseph Pilling’s strategic review of the CAA has been published, and its findings are in general complimentary to the CAA.

“The evidence showed … that the CAA had been and continued to be a highly successful organisation,” Sir Joseph says in his introduction, adding that his report is “concerned with suggestions to improve a high quality regulator.” He later refers to the CAA as a ‘world-class regulator’.

However, it is not all good news. Many in the light aviation world feel that the CAA should have a duty to promote aviation. Sir Joseph disagrees, saying that this is not part of its legal requirements, and that ‘giving the CAA a general role to promote aviation would be incompatible with its duties as a regulator.’ He also adds that ‘The CAA needs to continue its efforts to engage with the aviation community to ensure that there is a shared understanding of its role.’

Among other recommendations that Sir Joseph makes in his 79-page report, are:
– that the CAA should have a Chief Executive, taking over some of the Chairman’s role;
– that the National Audit Office should not ‘be involved directly’ with the CAA
– that the CAA should have a general statutory duty in relation to the environment;
– that the CAA should consult its stakeholders periodically on its overall objectives and plans;
– that the CAA should continue to recover the cost of discharging its regulatory functions from the aviation community;

The Pilling report was <a href=’http://flyer.co.uk/news/newsfeed.php?artnum=655′ target=’_blank’>commissioned last year by the government</a> as part of its response to a House of Commons Transport Committee inquiry into the CAA’s work.
